From your other post, you already have a game launcher, or you could not play the game as you described.
At the bottom of the launcher you are able to choose which game version you wish to launch. Elite Dangerous, 32 or 64 bit, Horizons, the tutorials, etc.
Select Horizons from that list and proceed as you would for Elite dangerous.

If you don't already have Elite in your Steam library that could be the problem - i.e. if you had E D from the Frontier Store already.

I was helping a mate set up his ED the other day, he had the Frontier Launcher, but needed the Steam version for Steam VR (he just got a Vive). We needed to request a Steam key (via the frontier launcher Store page I think it was) for both the base game and Horizons separately. Possibly this is what you're missing?
