Can console players team up with PC players?

I want my brother to get on Elite: Dangerous, and he says he's happy to wait for it to hit consoles. But will we be able to wing up if I'm on PC and he's on console? I saw this reported at http://arstechnica.com/gaming/2015/...-e3-xbox-exclusives-and-qa-with-david-braben/ :

Producer Ben Dowie reiterated that Xbox One and PC players won’t be playing head-to-head—although they’ll be playing in the same simulated universe, they’ll never encounter each other in space, likely because Microsoft’s Xbox patch cycle adds complexity to Frontier’s game update procedure. This means that PC players and Xbox players will often wind up on different clients, which means no head-to-head play.

Is this a known compatibility issue? Will my brother and I be able to play together via PC-console team-up? Or not?
 
According to what we know you will play in different instances of the same universe, so no, it is not possible for PC and console players to wing up or see each other at all.
 
Not at this point, because PC will be get more regular updates. We will share same galaxy though.

Speculation: it might be in future, who knows.

You'll be in separate universes, so no.

No separate universe, same universe, just not matched together.

That said, I hope we'll get to meet the console players in-universe one day.

If we understand the system properly, Microsoft slows down the development process for all platforms IF the different platform clients are designed to update in lockstep. To prevent this, the Xbox players will play in the same universe, affecting the same content with equal input, as all other players...but will not be able to interact with players specifically because the clients could be out of step with each other.
 
If one day, Frontier develops on PS4, and the gamers of PC, and the gamers of PS4 can play together, then the gamers on XB1 could also demand

Not really. Not unless Microsoft allows for frequent updates without their required QC. Not sure how Sony deal with their console games and updates and QC.
 
I think the latest from E3 was along the lines that they "would love to be able to do it but its not on the cards right now. Possibly later in the Elite run depending on how things go"

Absolutely. If the code is ever frozen, and no modifications were ever going to be made to it again...there should be no reason to have full interaction between all platforms (again if I understand the reasons given for the splits), In all honesty, if the CQC mode is introduced feature complete...there should be no reason for that to be playable between the platforms (although it probably is still within the client, so yeah...NVM) :(

I think biggest issue is that ED will grow rapidly in code base for quite some time (1 more year I think - sans expansions of course) and for that amount of time trying to make them play together will be costly effort. However, when code base stabilizes and everyone can live with regular updates (no hotfixes needed) I expect this can come up again.
