Can everyone pay off their fines/bountys?

i have a fine for collision but i cant pay it off im at the station the incident happend and its an interstellar i can see the fins in my contracts but i can see then in the contact window. anyone else?

I've never been able to pay off anything at the same location via IF (which are much more profligate in the game since Odyssey).

Find an IF that's nearby but not the in a station ran by the faction you owe the fine to.

yeah i did it but it sitll not there also i have 0 Notoriety so i think maybe a bug?
