can faction ranks decrease?

So I decided ranking up with the empire to Baron to get the clipper.

I just completed my 3rd rank up mission, I go to look at my new rank, and it says.....Rank: NONE

What???

What could have happened? And in the bulletin board of my current station I still see another promotion activity for the 4th rank!

Ranks should not decrease.
Looks like a bug - file support ticket / bug report.

You can try another mission - maybe it'll fix your rank. But file bug report anyway

ranking up is buggy, from my experience, you can kinda tell from the 'subject line' of the mission, missions that tell you they will rank you up specifically. Always look at what rank they provide, you CAN downgrade your rank by doing a ranking mission that's lower than your current rank.

The naval rank-up process for major factions is bugged to the point where it's not playable--I'm choosing to stop until it's fixed.

Last night, I did my first 3 naval rank-up missions for the empire. I made it to Master rank.

Today after trading, I went to complete my rank 4 mission. I complete it successfully and return to the station that assigned it (Gould Port in Tamar). I complete the mission in the bulletin board. I look to my right panel. I see that my Empire rank has been reset to "NONE." WHAT?

Ok, that's a pain. So I take a deep breath and start re-doing the missions.

I take a mission to rank me up to "outsider" again. I complete it, come back, turn it in, and achieve the rank. I do the same with rank 2, serf, and achieve that rank. Things are starting to look good.

Then I take an assassination mission for "Master" rank. I kill the target, return to the station, complete the mission...and I do not rank up. I'm stuck at Serf. I quit and reload the game. Still no rank-up.

At this point I should be one rank away from Baron. Now I'm stuck at serf, despite the huge number of missions and naval promotion missions I've completed.
