Can I attack a ship marked as "Enemy" with impunity?

Quick question (couldn't find the answer anywhere): can I attack a ship from another power when it is marked as "Enemy" (if it hasn't attacked me before) without getting a bounty on myself? And ill I get anything from killing them if they are clean?

If its in ur sov / faction space yes. If ur in enemy space no ull get a bounty
 
I attacked imperial support ships with lasers with impunity. Got a nice 516k bounty that one lucky CMDR got (lucky cause I just let him kill me)

Will I get any reward from killing enemies, though?

You will receive merit if the enemy is flying in a system controlled by your Power. I got 35 for one kill once. I don't know if it was s bug or normdl though.
 
Where can I get a class 3 impunity thrower?

Anyway, it takes FAR too much power. A Class 2 does 10% less damage with 50% less power.
I also hear it'll be nerfed in the next patch. Wouldn't bother if I were you.
 
So let me get this clear, if i attack enemies in my powers control systems i don't get a bounty, if i attack them in their factions space, i get a bounty.
Does this include exploited space too.
And if i get a bounty it lasts for 7 days now, and can it be picked up with a KWS in any system, if so then hardly seems worth it to get merits then a large bounty.
Still looks a bit of a grey area to me, is there somewhere that goes into more detail about this.

Also i was attacked by enemies in my powers HQ system, (torvals shield wing) i killed all 3 of them, and i didn't get any merits at all.
 
There is still security forces and law enforced by the controlling faction of a system.
So if you break their laws you will get a bounty or fine from them.

Then I think depending on your power and where the crime is committed, depends what over riding factor there is.
Like with Archon Delaine there is a reduction in bounties and fines in his controlled systems.

Your power cannot tell another power " hey, my guy was working for me killing your guys on your turf, why the bounty? "


Same if in rl you get caught spying in another country. Your own country cannot bail you out, you are at the mercy of where you committed the crime.
 
I am not saying it is right or wrong to get the bounties, i am just trying to find out the facts behind it.
As i see it now, if i go undermining an opponent power to get the 15 merits per ship, i also get a bounty in that system, which lasts 7 days, does it ever go away though, can it be reactivated with a KWS, do i ever have to pay it off, can i still dock at stations in that system ever again, is it worthwhile to try get these merits. Because it doesn't sound like it is, if i did this in a few systems, sort of might limit my future traveling and trading plans.
This might not bother a PvP type player much, but as a trader, i need to consider how this might effect my trades.
