Can I shoot anything that moves in an anarchy system, without consequence?

So I am finally off to buy my Python, and want to get used to combat. Rather than just take missions, can I shoot anything that moves in an anarchy system, without consequence?
If not wheres the best type of place to go on a killing spree?

Resource Extraction Sites in systems with ringed planets are good if you can avoid accidentally pinging the local cops. I guess if you can find one of those in an Anarchy it would be even better. Take a Kill Warrant Scanner and earn tons of money.
