Can I start fresh with new account for Steam?

Steam deleted all of my subscribed blueprints from PC so can I simply start over with a new account? Would I have to rebuy PC though? Maybe a new account will fix the issue of not being able to access subscribed blueprints? Sure I would probably lose my old blueprints but oh well.
 
Resubscribe? I tried everything, uninstalled PC and Steam and reinstalled, unsubscribed to an item and resubscribed, nothing. I am getting fed up with this game. The subscribed items are somehow "invisible" to PC and new items won't show up either. I can still access my parks and blueprints but not subscribed ones by others. What I would like to experiment with is to reinstall PC on a fresh Steam account and see if I can subscribe to stuff and if it will show up. At this point I don't care if I have to start over and lose 1 1/2 years worth of blueprints by others (Nov 2016 to now). The game is useless if I can't access or use workshop blueprints. I can move my own park and ride files over to a new install, can't I? What is the exact folder that my park and ride blueprints are stored locally?
 
you mean make a new Steam Account? The answer to that is No. Well yes and no. You can make a new steam account, you can then share the game to your new account using family sharing. However. your new account won't be able to upload or use the workshop at all unless you actually buy it a second time.
 
Ok then if my current Steam account doesn’t fix the missing blueprints or new items not showing up I guess I’ll rebuy it on the new account. $86 is a lot of money but steam probably can’t do anything about this bug. Starting over with a fresh install on a new account with no subscribed blueprints might fix it. I can look at my old subscribed list to see what I want to subscribe to in the new account. It was cluttered anyway with items I probably won’t use. I’m willing to gamble. The only other games I had on steam were RCTW and Parkitect. I am not reinstalling RCTW.

have you tried to uninstall the game and Uninstall Steam both.. then reinstall? I had a friend that had issues with Cities Skylines and that fixed it. He never though to uninstall Steam completely and they suggested it..
 
I did do that and I have automatic downloads checked, etc. The subscribed parks page is just white with no parks and the blueprints tab in a park just has my local items not subscribed blueprints. The only way to test PC on a new Steam account with no subscribed items is to rebuy it. Once I do that then I will go to the workshop and subscribe to something then enter a sandbox park and see if the item shows up.

Here's something to try. Open the C:/Program Files (x86)/Steam/steamapps/workshop/content/493340 folder. Is there anything listed in there?

(Note - if you've got Steam installed elsewhere you will need to use the relevant folder reference)

It is empty except for one file appworkshop_493340.acf no other folders or anything. Aren’t the workshop files normally stored on steam not locally?
 
There is supposed to be a 493340 folder as well where local copies of your subscribed items are stored. That tells me that for some reason it's not downloading workshop items that you subscribed to.

Have a look under View > Settings > Downloads n the Steam Client for a tickbox called 'allow downloads during gameplay' and make sure it's ticked. Another thing that can help is the Clear Download Cache button at the bottom - be aware though that this means Steam will restart and you will need to log in again.

Now Steam is down and can’t connect. I have to check if it’s my end or theirs. RCT3 didn’t have any of this bullcrap. You didn’t need to connect to a special site do download stuff and all your files were stored on your computer not on some cloud server.
 
This is starting to look like a computer problem, not one with Steam or PC. Also check that there is space on that drive. Running Steam and PC as admin might also help.
 
I tried adding PC to the second account and it worked. I didn’t have to buy it again. It is like starting over from the beginning, where you create an avatar. I tried subscribing to an item and it shows up. Something got corrupted on my first steam account or PC. Now I want to move a few of my parks over to the PC on my second account. I just read steam delisted RCT3. If someone really wanted to buy it now, what would their options be? Buy the physical disc from ebay or something? The thing about workshop items is that sometimes they don’t show up right away, you might have to exit game and restart the game.

I would advise against buying the game for a secondary Steam account just to fix the issue. There must be another way to fix the issue.
 
I didn’t have to buy the game again. I shared it from my first account and it is like starting fresh, where you create an avatar, and the subscribe works again. I guess what I’ll do is sort of abandon my first PC and use the other one on the secondary account.
