Can Lockdown block a conflict state

Hi, so I have a war pending out here in an undisclosed system, though the faction has gone into Lockdown all of a sudden. Will the Lockdown block the pending war state, or will the war happen regardless of the Lockdown?

No, tho. The Lockdown if it triggers first will be cancelled by the Civil War when it goes active. Nothing can stop a conflict.

In my experience, the war will happen after the lockdown.

Conflict states (inc election) and range change states (expansion/retreat) always override other states.

If the lockdown goes active before the war it will vanish from the state queue - but it sounds like it will still be pending, in which case it will start after the war has ended
