There are different sizes (the number) as well as different quality (the letter) for all the components. Most likely you're looking at a smaller drive which will give a small range despite the higher quality.

The max size is listed on the outfitting page where it lists all your components. Most stations don't sell the larger components. Look for a high tech station with a larger size population to find them.

I can't see enough in the picture to tell, but an A grade but too small of a Class, and you will see a negative return. Putting an A2 FSD in a Class 3 Module Slot will be worse than any of the correct size.
 
i wonder why we are even allowed to fit smaller fsds. It's a little odd since even one size down means you can't leave the system anymore. it seems like an oversight considering we can't fit anything else undersized except shields, and even then only 2 or 3 sizes smaller.

I'm fairly sure it's because of the planned future possibilities of ships carrying other ships; or even having an in-system specialized ship parked somewhere. FSD class only affects jump range, so being able to downsize to a 2D can save a decent bit of tonnage on a ship like an Asp or Cobra, improving combat performance by that much more.
