Ship Builds & Load Outs Can Some Please Give an Official Explanation of Shock Mines?

I read the description and actually tried using them on NPCs in game (not against a real player though) and they dont really seem to do anything (ships hit them didnt appear to move at all did no damage)

I searched around and cant get an official explanation of the actual purpose of adding this weapon to the game when it apparently doesnt do anything.

The only thing I could think of is maybe they are supposed to be used in CQC or for open space racing sort of like a Mario Kart thing to knock someone behind you off course.

Does anyone know what they are for or are they another weapon like ret beams?
 
They are for smugglers and fast traders to try and beat off bigger ships like drops and vultures. I find that the regular mines tend to work better as they can do more damage. They idea behind the shock mines is since that damage is some small you may as well just try to get more distance on a target. But heavier ships with good shields and mass aren't effected too much. That's why almost no one uses them. The regular mines have saved my ass one time from a python novice but that is rare. Don't try to use them because anything else is almost always better. Many chaff lunch well timed and point defense turrets are were the big transports use to survive. But having an ace (a very small one) can still help out.
