Can someone explain crime and punishment system on foot?

I started to wonder how this entire thing works.
From what I've seen so far you are either clean or not. Doesn't matter if you made a crime in other jurisdiction, if NPC scans you you will be attacked from the entire settlement.

If you steal stuff, but you are not seen, you may pass or may not pass next scans.

If you kill a lone NPC on a got forsaken planet POI, you get a bounty? Same goes for any kill that you did from cover and no one actually saw you doing?

Is there "report crimes against me" on foot or am I missing something.

Have anyone figured out this C&P mess?

Not necessarily. if you are clean and have no trackable stolen or otherwise illegal items on you, you will not fail the scan. I run around with bounties all the time, and I have never failed the scan for being wanted out of jurisdiction.

Also. Once you aggro the settlement, you aggro the settlement. It's all for one and one for all.

Assets can be freely stolen out of sight. But if you have stolen trade goods on you, e.g. inertia canisters or Insight databanks, you will fail a scan. Make sure you get that stuff back to your ship undetected.

Again, if you aggro a settlement, you aggro the settlement. It is them against you.
Yes, you can gain bounties on foot. If you and I were to meet at a settlement and I shoot you (and am detected doing so), I would gain a bounty.
But when it comes to the occupants of the settlements themselves, like I said, it's them against you.

Not my experience. I had to do covert assassination without casualties AKA only target dies and no one else without alarms being triggered. I haven't stopped the alarms found the target and zapped it. No one saw the kill nor the body but I immediately got bounty. Left the settlement without anyone see me, no alarms were triggered. The settlement didn't attack my ship while leaving. Yet I had a bounty.

Yeah, wanted NPCs (and I assume mission targets) don't take well to being scanned.
That person fled because they knew someone was trying to kill them. I think their response to you seems reaonsable.
Also... if you don't want to risk committing crimes, maybe don't agree to kill people for money?

Yes, because the people of the settlement didn't detect you, on foot you, before you left.
If someone had seen the crime, or detected you with the bounty, or if your ship had taken some hostile action, then your ship would have become an enemy to the settlement as well.

This is not an issue for me. My covert heist or theft usually ends in bloodbath combined with complete shutdown of the place and empty lockers.

I just want to figure how this works so I can optimize my mission stacking. Having to visit interstellar factors after every mission is quite a delay, not to mention the relog I need to perform after cleaning my profile.

If you think about it, it's pretty unimmersive.

Fun as all hell, but not very immersive.
 
Not my experience OP

I have yet to be scanned & attacked while clean. I'v taken stuff from containers using e-breaches & gone back to store them in my Ship, returning & being scanned without problems.

When problems do arise is if I'm seen stealing an illegal item (marked) or stealing then getting scanned, scanning a NPC & they notice, shooting NPC in the face.....now that kicks off rather quickly I find.
 
Well, as far as I found out flying two stories above past a guard means I am trying to evade a scan. Same when I am outside hearing range because a habitat airlock just closed up behind me. And once you did not satisfy the guards with immediate response, they will have you dead.

Not much of a chance when alarms die. They are shot down from silence a hundred meters away. I do not bother only to take down Goliaths but then they do not attack me. One shooting a skimmer is a nice show though 😂
 
Caveat, shooting an NPC in the face is a solid way to prevent yourself from being scanned.
Hmm.. When a guard stops you for a scan do you have enough time to pull out the stun gun and zap em before 1) The Scan completes and 2) They aggro you and activate shields for pulling out a weapon?

Yep, you sure do. And a plasma pistol shot to the face takes them down in one pull.

If you're standing in the middle of the settlement, you're likely to draw attention, but if no one sees you, you're good to go. Someone might hear the shot and come to investigate, but if they do you can just shoot them in the face, too. If they have their shields up, make sure to have the plasma shotgun handy. Gets 'em every time.

Also, remember that when someone does go hostile, there is a short window where they try to radio you in. Kill them before they can get that message out and you'll have no problems.

I did this in a settlement habitat the other day - just kept letting security come to investigate until there was practically no security left.

Seriously, FD need to change the AI behavior so that if they discover a dead body, they radio it in and the settlement goes aggro immediately.

Good to know.. I carry the plasma pistol standard on all of my suits because I managed to find a G3 one for sale in a store and it's pretty sweet.
Yeah, I love my G3 plasma pistol.

I'd cheers you on that, if we could buy a drink at the space bar :)

I have plenty of time to pull out my Executioner and one shot the guard before shield goes up. And with noise surpressor the only sound that nearby NPCs will hear is the agony of the victim.

I want to put a suppressor on my plasma pistol so badly.
