Can someone explain the concept of LOCKDOWN to me?

Can someone explain the concept of LOCKDOWN to me?
My home system went into Lockdown last Saturday evening, so I read up on what to do about it, which was nothing much except bounty hunting.
So I did - even though I find it boring, but hey, its my home so I got to do it.
Here is what I do not understand:
Why does the controlling system pay me to shoot down their own ships? Other wanted ships I get, but they pay me for their own ships, provided they are wanted...
As I understand it Lockdown happens because security is non existent anymore, should that not (greatly) reduce the influence of the ruling faction as they have failed in their duty?
In my home system the ruling faction now has BOOM and EXPANSION pending.
They shut down the market in 6 systems (where they rule) because of security concerns. How can this not result in a BUST?
This must cost them a fortune each day and trade will move elsewhere.
So even if security is restored it would take considerable time to get back into the global market, no?
I try to understand the logic, but it just don't see it....

PS.I know, its just a game, I feel taken out of the immersion if I do not understand that....
 
Kill authority and civilians and Lockdown is pending. Deliver security guard passengers from other minor factions in other systems to your minor faction and reduce length of lockdown. Bounty hunt especially in USS (where tag Pirates are) and reduce length of Lockdown. You can reduce the length to a few days. Maximum is up to 14 days I think.

Just cash in bounties for your minor faction.

Well US states do put bounties on crimonal's heads that skip bail, these are their own citizens. ED is (think) is just an extreme version of this, as everything is somewhat based on concepts we know, but extreme in ED. Extreme? The UK government is being investigated for targetinga UK citizen in another country with a drone.

Lockdown is an increase in security, because of a break down in law and order not a break down in security. Security is actually increased, you will have noticed checkpoints around planets in you system (not sure if they are 100%). So I think of this as when my government (UK) warns of a likely terrorist attack, or regrettably has to respond to an incident. We get more police on the streets (armed police at airports aka checkpoints), the free movement of goods and people is affected. In the old days, it did not close down markets, this is a relatively new thing.

An economy can survive an incrase in security short term, as long as it has enough wealth to paid for the hightened security and reduced economic activity due to the lockdown , it helps if the length of the hightened security is short(ened).

The pending Boom and Expansion states are a little harder to explain. Mechanically you can only have ome state (or conflict) faction wide. The order pending becomes active is controlled by pending timers, and priority of the pending states. Lockdown has a higher priority than Boom or Expansion, so blocks these other states and will activate first. THis is a game mechanic/model, it allows interested parties to block expansion, or to disrupt influence gains through economic activity by usng conflicts, lockdown or civil unrest.

Dav pointed out where there is player activity and opposition for a system or faction, there tends to be a number of player states. Not perfect but how it works at the moment.

If the Boom and Expansion were pending before the Lockdown, what has happened is these positive states have been blocked by criminal elements (which would have to be player driven, even by accident). If they both occured in thwarting the Lockdown then they are as a direct result of the Lockdown, which is a little harder to imagine. However the concept of expansing your values to other sphere of influences to thwart criminal activity is not exactly unheard of in the present day. Many Western powers and comanies seek to have influence in the middle east to control the porduction and distribution of oil. Given a faction enters a new sphere of influence at 10%-ish, this sort of fits to me.

Boom as a result of Lockdown is hard to imagine - I just treat it as pent up activity in the economy becase the activities that widh to be performed and not allowed under the hightened security. It tends to become pending due to mission activity, this is certainly true where their is lockdown, closing markets, so missions become a more important source of infiuence. During lockdown the faction is controlling economic activity, no free market and the faction sponsors the important economic activity through missions.

Bust is quite rare. It is related to Boom (although I am pretty sure I have seen Boom and Bust both pending before), and both are related to a hidden stat called wealth. I am not actually sure how you trigger a Bust in a system. Clearly you have to hit the factions wealth - but no idea how to do this.

I accept the argument for killing your own pilots/citizen and paying me for it, thank you.

But this Boom and Expansion thing just does not sit right with me.
Boom was pending along with lockdown, before lockdown became a thing. Expansion became yesterday evening - game time - pending after the influence jumped from 69% to 77%. I guess the bounites I cashed in must have triggered that, but again, should the influence not decrease instead of increase or should the lockdown not have ended before influence increases as everything is shut.
Is this not a huge exploit that the ruling faction can stop other factions from expanding and benefit from their own incompetence - needing a lockdown in the first place?

Interesting, not seen security guard passengers before, and id not have guessed they'd have that effect. The whole BGS is a pot of 'known unknowns'!
