General / Off-Topic Can someone please identify what these are?

I have a grown Lilac bush in my backyard and it has gone through its browning stage this season. There used to be bumblebees collecting pollen from the flowers until they retracted/browned up for the rest of the summer.

There hasn't been much insect activity until today when I spotted a horde of creepy insects flying around it. I couldn't get a full glimpse of them, but they had wings upright like helicopters and there were beige-coloured sacks hanging down from them, similar to a wasp's legs hanging in flight. Two sacks for each one of them and again, they were flying upright like dandelion seeds. Creeped me out.

Does someone know what these things are? Thanks if anyone can explain.

I'll say it again, they looked like flying dandelion seeds, but black and with two beige-like coloured sacks hanging down from the bottom supported by "strings", like wasp legs hanging down during flight.
 
If you were to take a photo next time, there are people whom will identify them for you. I had a similar experience with a weird bug - sent a photo, had it identified. Turned out to be not that weird but I wasn't familiar with it.
