Your ATi 5470 tells me maybe in bare minimum res.
Get a better GPU. It costs only 50 or so USD.
Heck, it run at a playable rate on my 9800 GTX+.

It will run but I don't realistically think the experience will be worth doing so. My laptop is a bit higher spec than that (i5-460M, HD5650 mobility) and that does in the ball park of 30fps (combat training mission 1) at low settings and 720p. The HD5470 mobility has in the ball park 3x less power than that.

Have a friend that plays it on an old E-series Core2Duo. I think an i5 should manage. Just don't be surprised if you get seriously slowed down in player rich/ship rich environments.

Have to say I'm not too sure about your GPU, though. Probably will run at lowest settings. Might even be able to increase settings slightly.

That is a brilliant suggestion!

I feel so daft, not thinking of that :D

I'd be a little cautious with this scenario however.

My last computer (a real pig) ran the demo pretty darn well. But when I fired up the proper game, with stations and other players, more ships, etc... It really bogged down.

Just so you're aware. They may have changed the demo to be something more representative of the game by now though.

I'm surprised how well it runs on my 2009 machine, yeah I have a GTX 970 and a 4k monitor but all the rest of machine is over 5 years old including a first gen I7. I've had major issues with the card though that was nothing to do with ED.

Can you? Yes.
I started on a very low spec machine (lower than that). I wanted to see if I'd enjoy playing before I upgraded, to be honest I didn't think it'd run at all. I had to reduce the graphics settings but had so much fun that I didn't bother upgrading for much longer then I expected.

Will you want to upgrade once you've experienced ED on the machine? Yes.
How far you go is up to you.

Will you be envious of someone else's rig? Probably (even if you have upgraded to your maximum budget)

Should you upgrade just to find out if you enjoy ED? No.
Seriously, if you can put up with occasional lag and lowering the graphics settings there's no reason to upgrade to test ED. It's great fun even at low settings.
