Can we PLEASE have bounty timer back? And change wanted scanning

Im really tired of getting slapped with a 200cred bounty for firing on a ship that 9 federal agents/Security forces are all plowing because my ship didnt scan it. Im a Chief Petty Officer, im pretty sure its my civic duty to aid federation security forces, and firing 1 second too early shouldnt matter if the ship is wanted.

Now this hadn't really been much of a problem until the changes with 3.0
Before, head back to station early, repair, rearm and refuel, buy limpets and wait for 4 minutes for my bounty to rot and then pay my fine. INFACT

Slap fines with a timer, if the fines dont get paid have THOSE become bounties. Because honestly, having to fly around in my favorite ship to find a interstellar factor because i misfired, someone ran through the stream or fired half a second to early and got a 200 cred bounty is absolutely stupid. Lets not even factor in the fact that all those fed ships just wasted probably 2000 creds worth of PA/RG/MC ammo to try to take me out before i noped out of the res...
 
I would agree that police ships are a bit too eager to try to kill the player for gaining a fine around them - seems unlikely they noticed your infraction, and it would make more sense for them to attack just in the course of their patrol/scan/patrol routine, instead of immediately trying to turn you into powder.

But I find it hard to sympathize with the originally raised issue. It was nice when we had the bug where firing on a non-scanned ship, if it was actually wanted, didn't result in a fine, but... trigger discipline. I have no real problem with that being legally and strictly enforced. In makes sense even, when everyone is armed to the teeth.
 
Still, a bounty for it now is kinda insane. Thats fine worthy at best, like walking you dog without a leash... Security forces obviously broadcast that the target is wanted otherwise everysingle security ship should have to scan the target, they could share with their ALLY who happens to be a RANKING OFFICER. Having to hunt down an interstellar factor because my computer didnt realize that 9 security vessels ganging up on that cobra meant that it obviously deserved to be dust kinda sucks.

if you do less than 5% hull or 10% shield damage, yous houldnt get a bounty. you should get a fine that turns into a LARGE bounty if you dont pay it off or continue firing.

Also. doesnt it seem a bit odd that the uncaring, heartless and very cold security forces give a crap that you fired half a second early on a wanted target? I mean i get it, what if you fired on an innocent. But you didnt... therefor is it really a crime?

PVP wise i understand the issue with this, and it should be a flag on you and your wing until you jump system or the person repairs, so you cant do hit and runs to avoid getting penalized for assault with intent to harm. that keeps griefing/exploiting to a minimum, as well as giving us a WEE bit of wiggle room should we have an unfortunate misfire/slow ship computer.

I miss the good old days when one bullet scratched the police and you got attacked. Combat discipline was a must.

Yeah I mean lets have some realism. You accidently shoot a police car up during a little tete-a-tete with your favourite mobster of the day the police aren't going to politely walk up and ask if you meant to hit their car or it was just a stray shot, it's going to be gunships and biblical firepower raining down on you, then they'll ask your widow/children/lawyer if you are a bad guy. :D
 
I am all for better AI prioritisation of Wanted Targets, to prevent NPC's all turning on the guy with a 600Cr bounty when a guy with a 600,000 Cr bounty is still on the loose.

I would also like to see NPC responses to gaining bounties scale to the security level of the system. So it might take a few minutes for NPC's to respond to your bounty in Low Security systems, but less than 1 minute in Hi Security systems.
