Can you help me understand this mission?

So, I've taken a mission for Pilots Federation to kill "Prisoner" ships.

I now realise I don't understand what a "Prisoner" ship is.

Carrying "Prisoners"?

Any one got any hints?
 
I scanned a ship the other day and when I looked at the detail on the contacts page, it said his faction was "PIRATE", so my current theory is that you're looking for ships with faction "PRISONER".

I've given up on that type of mission for the moment since I was having trouble completing them too; bounty hunting at nav points seems more profitable anyway.
 
All these missions are half bugged. If you gain rep and then get this stupid prisoner ship mission in the same area you go to USS and one of these prisoners will talk to you to abandon a mission. You try to kill him instead and you lose like half a rank of reputation. Sick and tired of this! Can we finally have missions fixed at least so we can play SOMETHING?!

I agree. Most missions are still very confusing in it's description and execution. I once took a pirate hunting mission and killed 5 pirates (i even let myself be interdicted by a wanted ship that wanted "all of my cargo") and nothing counted as pirate kill.

Then i took the "kill prisoners" mission for the Pilot federation. 4h countdown. I never found one single "prisoner" but some other ship that spew a few lines in text chat and before i realized it, i had an "alt" mission. Who in the what now? Now i have to kill traders? Can i still kill prisoners? And if so, what the heck is a "prisoners".
This game is officially released by now and the mission system still feels broken.

And the best thing is, by "testing" these missions and involuntarily fail them, your reputation goes down very fast. All of Federation is hostile now and i never ever shot a ship that was not wanted or had a bounty on my head. Now the Pilot Federation, in Founders World, is already downtrending from neutral, thanks to missions that can't be finished.

Oh, but it gets better. The Pilot Federation gave me the mission to hunt down "pirates", right? The pilot who lurked in the USS, the one who said "i bet those Pilot Federation scrabs are behind this" and gave me the alternative mission? Yeah, i scanned him and guess whose faction he belongs to? Pilot Federation. So the Pilot Federation gave me the mission to hunt down "pirates" (again, whatever that may be) and then asked me to not do that but kill traders instead?

As i said, very confusing.

Idiot that i am, i just accepted another "hunt down prisoners" mission. Runtime, 4hrs. 2 hrs later, 50% of the total mission runtime, i have yet to find a single ship fitting the description. I killed half a dozen pirates during that time and made almost as much money as this ' mission will reward me. Yet i still haven't found a single one of those "prisoners" and still 5 left. After 2 ' hrs. I'm logging off now, the remaining 2 hrs will be over by tomorrow evening, meaning the mission has to be abandoned then, leaving me with a huge blow to my reputation. Again.

Seriously, what is this? Who designed this? What kind of game design is this?!
 
Are you anywhere near a prison planet that needs a permit by any chance?

Van Maanen's star is a permit only system of zealots, and there are plenty of zealot missions around there. So by association...
