He's saying that if you carry illegal cargo and are scanned, you will receive fines in excess of the market value of the black market goods being bought at that station, meaning your profit is <0. Whether that cargo is 'marked' or not is not really relevant, you have received the fine and you must pay it to avoid default (bounty escalation). But if you're worried about being scanned multiple times in a sitting...:
If you are scanned by Security, I doubt they would scan you a 2nd time. There's really no reason to be scanned a second time (at a station).
If you're at a RES, where security will just ping everything they see, then there's a good chance of it there. In RES/NAV points you also run the risk of pirates or bounty hunters scanning you for cargo (though i'm not sure if BH will engage if you're carrying stolen goods, as non-security shouldn't be able to issue a fine or bounty for which they would have incentive to fire on you for).
I know you can pick up and dump as much cargo in a space station as you want, if getting negative credits is something you're after.
Loitering fines and such probably do accrue, however though i've never really been dumb enough to sit around to wait to receive one, i'd expect that if you're too obstinant to move the station will just sc you out of the hole by force.
TLDR: don't know, but if you're scanned once you're doing something wrong. Twice and you really should get a move on and either jetison that sunk-cost or just sell the damned things asap to recoup a percentage losses.
Aside: This word-filter is ridiculous. I'm not advocating violent sexual offences, but an innocuous word like scr ape being blocked is just laughable... Who codes your filters? At least it was charitable enough to leave the sc in and remove the connected 4 letters, while i can just break the word with a space and it's all bingo..
