As the title says, can you do this? All NPCs do not have helmets on. I have looked in key binds and cannot find the key to remove the helmet while in the station.
Can you take you helmet off in the star station?

I would assume that you have to change how it is set in your holo-me - set to emergencies only I suppose.
how do I do that?
In holo-me - first page (body) - foot of the page (Headgear) - helmet choice and choice of "always on" and "emergencies only".
