I flew way out to this distant asteroid based station.
It had no shipyard and was almost entirely without services of any sort.

Is it possible to fight for the controlling faction and increase the services offered by the station?

You can influence what is available in outfitting or the shipyard if it already has one, but that's all.

Ah that's too bad.
I found a distant rock and would have been willing to upgrade it but it had next to nothing there.
No shipyard is a deal breaker.

Outfitting and shipyard availability can be affected by faction states, but these are temporary modifications to a fixed value.

I remember a patch note from way back indicating that the tech level of the Phekda system had been altered so that at least one ship would be available in the shipyards in the system.
