Horizons Cannot board my ship, legal issues

Havnt been on for 6 months, have found one of my ships has legal issues, went to interstella factions to pay fine, and cannot as you have to be in the ship with the fine? How do I do this if I cannot board my ship?

Buy another ship to go where to pay y fine?
Is this normal ?
