Engineers Cannot Bounty Hunt in RES - "Clean" Alliance Enforcer Always Spawns first

Federation Pilot here - Each and every RES site spawns an Elite Alliance Enforcer that has no bounty! 2 Minutes into RES and I come under heavy fire - Feds dont do a thing! I can't fire back since he's Clean and I get a WANTED every time I try to defend myself! The AI being so beefy - I have no option but to turn tail and run!! its been 4 hours and not a single cred I could earn in any RES I try to explore!

Its each and every time. Clean Alliance Enforcer Spawns - I run - go to a diferent RES- Clean Alliance Enforcer spawns - I run!! This is getting frustrating..

im empire, aisling duval. same thing happens in the lowest res sites to me. if its one I try him. killed a couple got 400credits. but the lavingly duval ones (who should be allied to me) cost me 30 merits.im not even sure why they attack me, im allied. I submitted a ticket cause I figured it was a bug. they said it wasn't and would offer to move my fleet from lavingly's space to aislings. im looging to relocate cause her interdictions have cost me greatly.

Aren't you, by any chance, in alliance space? :)
If so, they have full right to attack you. If you don't like it, you will have to quit Powerplay. ;) ...or go home. Within your power's borders, you can freely attack THEM.

Am in Federation Space!
regardless im quitting powerplay - the AI has become far too difficult to get these random encounters make my casual run a nightmare!
