Cannot build elevated pathways?

Is there a mode I'm missing to build elevated pathways? I cannot find it in the pathway settings and I've no clue how to build an elevated pathway. Any help is greatly appreciated!

Press the left mouse button down and drag it upward and it will create stairs. To level the stairs hold the button down and move the mouse downward.

For some reason, when I try to lay a path, stairs is the default and it tries to make them automatically. It's really frustrating.

The pathing system isn't as bad as I thought, all I needed was a proper tutorial in the game to teach me how to properly use it.
