Cannot Find an Alliance Crusader Anywhere

I have used eddb and a few other ship finder apps to locate an Alliance Crusader. All the apps give the same locations and ive tried about 20 locations. None of the locations offer this ship. Am i missing something? are there requirements to buying this ship that I have not met like the cobra MKIV. I would really appreciate any help that can be offered. I know people hate this ship but I want one.

You running Horizons or the vanilla game?

That ship requires that you both own and are playing Elite Dangerous Horizons, if you are in the vanilla game you will not be able to buy the ship.
