Newcomer / Intro Cannot pay a fine

I started EliteDangerous just the other week.
Last week I abandoned a mission and was fined by the "workers of Ts'ao Hii Democrats" - I did not have the credits to pay so off I went doing a few missions and upgraded my ship (from Sidewinder to Cobra) and then I used Inara to find out where this faction was in he galaxy. I eventually found them and went to one of their bases on a planet and they started attacking me (yes I am wanted) but my notority is zero. How and where can I pay this fine? Does anyone know

Go to any a station in any system where they have a presence. To be safe choose a system and station they don't control. You should be able to pay if off in the relevant menu.
 
Or go to any system with low or no security where they don't have a presence and pay it off at the Interstellar Factor.

If you go the way suggested by @metatheurgist - make sure it's a fine and not a bounty. Paying off a bounty will be labelled as "turn myself in" and will result in you being transported to the nearest detainment facility. Depending on where you are and what jump range your current ship has, this can be somewhat inconvenient.
 
Thanks guys, I tried several systems where they had a presence (https://inara.cz/elite/minorfaction-conflicts/31881/) but to no avail.
And after my ship was attacked by one of their bases I hada bounty put on me!
So I thought I'd be clever (the expensive way) I hired a Vista shuttle from a nearby system to fly me into one of their stations where I handed myself in.
I was put in a detenion cell and I paid my outstanding fine.

Now my problem is I cannot find my ship! (cannot access the lifts to the hanger)

What about notoriety? Does that pertain to murder, like if you destroy a "clean" ship? I remember not being able to pay off a bounty and was told I had to wait for my notoriety to diminish or die down.
 
Yes you can earn Notoriety by killing clean ships and probably from missdeeds while on foot. The notoriety score is capped at 10 and while you are notorious you can do little or nothing in the game involving stations etc. this includes Interstellar Factors.

Notoriety decays at a rate of 1 point every 2 hours, however that time must be spent in game as it is about the only thing that pauses when you log out.

I remember now, I went on a short exploration trip and kept being dogged by a bounty hunter whom I couldn't fight for fear of increasing the bounty and notoriety, it sucked to say the least.
 
I was just busy for hours. I left a mission when going to bed, so the next day it was expired and I was fined. I went to stations where the faction is present, but didn't see the fine to pay it off. Then I went to interstellars and looked at ones pretty far away, but nothing. Then I looked up the faction again and went back. Still nothing.

But then, as I was at the station of the faction, I re-logged. And NOW it was showing up and I could pay it off.

The game definitely has some issues. When you get a fine, do a re-log and then go pay it off, otherwise it may not show up.
