Cannot Pickup Fortification Items from a Control System

I am kind of new to elite and pledged the Yuri Grom over a day ago.

I am in a control system that is in danger of being undermined, but when I go to the Power Contact in the station,
the option to pickup the fortification item, in this case grom counter intelligence, ii shows unavailable, "You have no grom counter intelligence to deliver".

If I read this right I should have dozens by now after having pledged for almost 2 days, I should get 10 every 30 mins. I AM able to pickup the preparation items without a problem.

I've also noticed no change in the undermine, fortification stats in a day - so is this normal? Is this a bug?
Or is it the system?
I dont want it to be undermined!

You need to go to Clayakarma to pick up the fortification items. You can pick up a certain amount for free, depending on your Powerplay rank. You can buy more.

Deliver those to the system that's under threat.
