Cannot Scan Nav Beacon

Close to Nav Beacons and nothing happens. Ship does not Scan.
Tried every scan setting but nothing works.
Targeting does not work.
Is there a scanning module showing that should be active?
Going to super cruise doesn;t display anything from Nav Beacon.
Ship is an Eagle.

Can you see the actual beacon? The yellow nav point is seldom where the nav beacon actually is. They wander.
