cannot spend all my pp supplies?

I have about 226 powerplay supplies as cargo and like to spend them to a power contact.
That guy only takes 26 tons of it but I cannot spend him the remaining 200 tons.
I had all three types of supplies in cargo but he wanted only one type.

Why?

Each type is used for a specific type of system.
- one is used for helping to Acquire neutral systems
- one is used for helping to Reinforce friendly systems
- one is used for helping to Undermine enemy systems

They aren't interchangeable. https://forums.frontier.co.uk/threads/powerplay-2-0-activities.629227/page-13#post-10491134 has a list of which commodity is for which system type, for each Power - or you can read it on the commodity descriptions when you pick them up.

FWIW, it does state on the GUI when you buy them what they are used for.
