Cannot start a Coriolis starport

Hi all,
I have 1 outpost ready and want to start building a coriolis starport. But get the message : not enough buildingpoints !
How to get enough buildingpoints; I don't find any info on this.
And why you can start a coriolis starport when you entering a new system and why you can't you when you have 1 outpost ?

You can choose any space station as your initial station in a system. Anything you want to build after the initial station has been built, you have to have points for. The Coriolis requires 3 tier 2 points, so build 3 tier 1 structures to get those.

It's not entirely straightforward. I was in the same position as @fransoos and couldn't build a Coriolis due to lack of points; but I did have enough to build an Orbis or Ocellus.

One more thing worth noting. There is a soft cap of any two of the Corioli, Orbis, Ocellis, and tier 3 planetary port. After that, the point cost increases. So you’ll probably want to plan carefully.
