Horizons Cannt find class 4 Plasma Accelerator

Basically what the title says. I have an FDL with a class 4 canon

I have been to various stations in the Okinura area that are listed as having said item but when I go to the purchase screen. I can only see class 3 and below accelerators. Am I doing something wrong or do I need some sort of rep. level or is everywhere locally sold out ATM
I am currently at Dunbar Survey.

Yes I think I tried that and another site (Roguey , if I recall didn't seem to list anywhere nearby). The other listed loads of places that didn't have 1, I found one in the end though.
