Can't access my 2nd starter ship

I've reset my character a number of times but I'm always starting on an outpost with no ship yard, how am I supposed to access my Eagle?

If you look at the galaxy map, it should show you where your Eagle is stored. You fly there in the sidewinder, then switch over.

Go to any station with a shipyard - in the shipyard menu you will be able to find where your ship is stored.

It is stored in a nearby Coriolis or Orbis (maybe Ocellus), as they have shipyards. Just fly there (check the galactic map for the red icon with a ship to see where your stored ships are, and check the system map for the exact station), dock there, go to the shipyard and swap it out.
