Can’t change user account

Having trouble changing user account in Steam.
When I click on “ log out “ I get spinning wheel and Odyssey launches.
This happens every time I click on log out.

I have been using two commander accounts for years.

Why not just select to "change account" rather than signing out? Steam seamlessly switches between different Steam accounts for me using that facility.

Sorry for the confusion of logging out, my problem is not charging Steam accounts.
I only mentioned Steam to state where my Elite account is running through.

When Elite Dangerous game launch page is up, and I try to log out so I can change to a different Elite Dangerous user account.
After clicking on “ log out “ the game launches instead of logging out.

Thus I can not change commanders.

You can only have one ED account per Steam account I suspect because they are linked to your steam account. At least that's the way I understand it, I only have one account and that's with the FDEV store so I can't test for you.

I have had two Elite Accounts since 2016 and had no trouble switching between them.
One is out in the black and one in the bubble, also both have been updated to Odyssey.
I haven’t played for about 6 months and recently logged on to check on my carriers.

I never had any trouble with Steam only having one Steam account.

On the upper part of the Elite Dangerous loading screen is the log out button that for me just launches the game…… strange

I may have to write up a bug report, but there bug system is a real pain and to be honest mostly useless.

I would have thought as it is about access to the game rather than faults encountered playing the game that a support ticket would be the correct route to take.

However you say that you had the issue when changing accounts when using Steam. The new launcher uses "Log In With Steam", in which case case any attempt at changing your commander account on the launcher will not work, having logged in through Steam it presumably stays logged in to that Steam-linked account.

All you have to do is launch the game outside Steam (since your accounts are pre-2019 you can even run a Steam-bought version without going through Steam).

Whether you make a separate non-Steam installation or try to run EDLaunch.exe in the Steam installation file structure (without having Steam running) is up to you. I run a separate installation for my non-Steam commanders but have one account that needs to be run from Steam so I have Elite installed there too.

TL/DR - don't run from Steam.

Didn't they change a while back so that you had to have the Steam account linked to your FDEV account? I remember a lot of people having problems logging back in to their accounts after that happened. It may be that the active account you were logged into in ED was linked but the other one wasn't and therefore no longer works. And yes it does seem a game access issue between Steam and FDEV so not an issue for a bug report.
