i cant complete missions because i landed outside a permit system and i have 17 missions i cant complete or abandoned so they are just sitting there can any one help me plz?

As Codger said, your out of the kiddie pool now. The only way to go back is to reset the game and start over, the area you just left is a protected beginners place where you can't get mauled by experienced players. Abandon those missions and begin the real game.
Edit: keep coming back here to get more advice on what ever direction you choose to go, they helped me a lot and are a great resource and don't mind answering questions.

You may get fines for abandoning the missions or letting them expire*
You can just ignore that and wait until your credit balance is topped up enough to pay them off without your virtual wallet wincing. You'll never be going back to the starter zone anyway and any faction reputation you may have gained can be topped up elsewhere if needed
* Caveat: I've never played in the area so not sure if mission fail fines are a thing.

None of the factions in the noob-zone exists outside it so all rep there can be ignored.
That’s a decent touch by FDev, no form of penalty for accidentally leaving the zone other than not being allowed back in. I assume you don’t get bounty hunters chasing you either then?
Abandoning missions doesn't get you anything worse than a fine which is paid by you to some authority or other a bounty is different as it is paid by someone else for your removal, so nothing to interest bounty hunters. IIRC of course.
I think you might be wrong there - I am sure I had a BH on my tail not long back after I binned a mission. NPC spam to the effect "you will regret letting them down" or some such.
It wouldn’t surprise me, in fact it happens quite a lot.
