Can't do settlement raid mission.

Hi,

I am new to on foot action and I took settlement raid mission where I had to locate faction settlement and kill 13 pirates there. I checked the first planet and there was one settlement that was owned by purple pirates. When I got there the settlement was abandoned and no one was there. Then I checked all the other planets and moons and there quite many of them. I found out that the first planet had the only purple pirates settlement in that system. How can I kill 13 pirates if the only base in the system is empty and dead?

You can’t. This a case where the local BGS state is negative, resulting in a shut-down settlement and an impossible mission. I’ve had to abandon a few of those.

Depends on the amount of settlements in one system, if it's high enough not all of them are disabled. If it's only one or two, you're usually screwed.

Is it all negative BGS states or only specific ones like bust, infra failure, etc?

Scavenger raids work fine, as they have a specific target settlement.

If you're going to take a 'massacre' mission where you have to locate the target faction, be sure to look around to see how many settlements they control. If it's only 1, pass. (That 1 settlement will be in use for other missions involving a specific settlement.)

Any easier way to check in game besides going to system map and scroll through the EDO settlements?

No, I tend to look at Inara. Search the faction name, get an instant list of their stations. (They can be in multiple systems, and if you haven't visited one of them you can't view the map to check the settlements - unless you pretend to book an Apex there and use that as a sneaky way to preview it.)

As I understand it, infrastructure failure and civil unrest will cause this.

I've had a few of these myself. The real question is why is the mission coming up in the first place if its impossible!

Scan the planet with that one settlement. Fly to the POIs like shipwreck, crash site, distress beacon... sometimes there are guardians of that faction or a ship drop some armed rangers/soldiers. Kill them and earn mission updates
Perhaps you have to visit that location once in a while...
