Powerplay Can't drop off materials

I know I am most likely delivering the wrong materials, but I can't see how to figure out what and where to drop. I picked up 10 media materials and went to a system that was listed as needed fortifying. When I go to power contacts for my chosen faction, it just tells me 2 unavailable actions, one of which is to fortify, but it says I have no Programme Materials to deliver. It also says I have no Sealed Contracts. So where do I drop the media materials? I thought they were for fortifying?

where did you get them from? if at a station it tells you where it is needed?

Rubeo, but it did not tell me where needed. I got the systems from Reddit.

If fortify is unavailable, I suspect you're in an expansion system (HIP 31666) rather than a control system. Alternatively you picked up the wrong type of PowerPlay goods in Cubeo.

Which system are you in, and what type of PowerPlay materials are you carrying?
