Horizons Can't drop off passengers

This twice this has happened, had to drop off 21 medical professionals after a destination change should have received 1,818,676 cr but can't drop these guys off. Tried coming out of ED then back in with no success, really get fed up with the issue that are happening lately. Considering if it's all worth it after having ED for almost 2yrs now.

Sometimes you get cargo for free. Make sure you have cargo space!

As above and also check you have enough room for data/materials as that can also stop the mission completion.

Yep, this happened to me and putting in a cargo rack worked. Fortunately, you can now store one of your unused modules and put it back later. They fixed the issue for data missions but obviously forgot to implement it for passengers.
