Been blowing things up for an hour now. Tried both systems that were listed on the mission. In the anarchy system I blew up everything I saw. I made special efforts to target ships with kill warrant scanners. Never got credit for any bounty hunter kills. Any insight?

Bizarrely you may need to get a wanted status first, to get the bounty hunters interested in you. Otherwise, if you shoot a ship (even a 'wanted') what's to indicate they are a BH. I tried a "kill BH" mission one time and gave up for this reason. "Kill pirates" is easier, as there you just need a couple of tons of cargo in the hold as bait.
I did actually get a wanted status in the first system, worked it up to like 10 and was engaged after scans multiple times...
go into USS and target the ships which are clean and hanging around with the cops. they will be bounty hunters. They are the ships that are not cops but scan you....
They don't count for the mission though. I've racked up over 100k in fines trying this mission in the past. Thought it would be like the pirate missions where they don't all count so I killed a heap of them.
The kill bounty hunter/system authority/trader/smuggler missions don't work. Just avoid them.

The trader or system authority ones work ok if you have an anarchy system to run them in so you don't have to worry about flags/fines. Otherwise I agree, just avoid entirely.
