Cant find any famine or outbreak systems

As the post suggests, I can't find any systems in famine otr outbreak, I am using the Galaxy map filter and nadda, diddly squat.

Need to far wake scans, any one suggest best places to do this (other than famine / outbreak systems cos i can't find any).

There were too many changes in BGS and how the system states work in the last update. (For example the system can be in multiple states at once, the way players are influencing the changes is changed, too, etc)
So Frontier "restarted" the BGS.
That means that all factions started at 0 when the uipdate hit. I imagine it will take several weeks for the new BGS to sort itself out.

Any of the new space installations have a constant stream of traffic in and out.
