Can't Find Covert Heist/Theft Missions

Yeah they're a pig sometimes,I had exactly the same trouble,it's a bit frustrating. They will turn up,I had my best luck in anarchy systems. Also don't bother with the theft missions just do 6 heists and when you jump in your ship your invite will turn up.

and its best if you have some reputation with the base your at and better if your already green with them
from what i saw heist wont show until you do theft missions ... ymmv
and for me once i was green with a couple factions at the base and had completed 6 thefts i started seeing heist missions

Stay in a system that's preferably anarchy.
Tourist sites engineer hydroponics military mining etc etc settlements. These will be your farms.
Switch to main missions menu and spam missions in ship till your allied with all factions except one. Their gonna be the victim. Make sure the victim faction DOESN'T OWN ANY ASSETS you wanna get missions from. Or you'll end up hostile and unable to hand in.
Spam till allied cept one then switch to on foot.
Ignore the npcs in the base concourse instead goto a computer panel select missions and select all factions except the one and select all missions and filter for mats only...then begin farming.
Make sure you don't target any of your own factions assets unless you can get in and out without aggro.

Can I ask why you don't recommend theft missions? I usually find them easier, as I don't need to also turn off alarms.
I'm still working on this engineer unlock though.
Because they (sometimes?) don't count towards the unlock due to a bug. Maybe tomorrow's update will fix that anyway.

Eventually i worked with what i had at my disposal: I did 4 Covert Thefts, 1 Covert Heist, another 3 Covert Thefts (still no invite, damn bugs) and eventually 2 Cover Heist popped at the same time in the mission board and after i finished them i got my invite.

They seem a bit rare, so I stopped actively looking for them and just grabbed them when they were available (obviously being allied with as much factions as possible increases your chances). I got lucky and did actually get the invite after 6 successful thefts and 6 successful heists, but it did take a week or two at least.
Because it seems that only the heist missions count at the moment. That's what worked for me anyway YMMV
