They can take quite, and I mean quite, a while to show up on outfitting. Try quitting the game and restarting, that might nudge it to show up.

It's a known "feature" for guardian and human tech brokers unlocked tech not to show up in outfitting.

My fsd boosters took almost 4 hours to show but my shield boosters only took a single log off. Go figure.
