I'm looking in every Signal Source, especially these Decoded (?) ones. But after 30 SS nothing at all. No data thingy to scan, only materials, cargo etc.

Go to San Tu, it has a science installation in space with satalites.. scan those and you will get what you need.

Have just finished an engineers material scoop up session and found private data beacons in both encoded and degraded signal sources.

Ok I'm there and I've been looking all over and I can't find any satellites. Does using Horizons make a difference?Man, this is about the easiest thing I've ever had to do in this game.
Go to the Ugrivirii system, the Jefferies Port station. There is an Empire ship dock there so you'll know you're at the right place. There are also 2 or 3 satellites there. Those satellites are where you'll get Specialized Legacy Firmware.
Sit outside the station and log in over and over again. Every time you log back in, the satellites are refreshed. All you have to do is target them, nothing else. You're ship's scanner will latch onto all kinds of data, including SLFs.
In about 45 minutes, I captured about 75 SLFs and probably 200 other data items. Pretty easy.
One more thing, I'm not sure but I think you get a slightly better result from the scans if you slowly move your ship toward the satellite you're scanning while the scan is in process.
Don't get too close to the Imperial ships and docks. I once lost a ship that way, destroyed by her majesty's forces.
