Can’t finish last career scenario

There's nothing wrong in your game, just your patience level. It greys out like that in all my zoos for a period of time; there is a time gap between when the last visit of the inspector was and when you find out when the next one is. That's what the button looks like in that period. Just let time advance until you find out when the next inspection will be.
Even then, it stays grayed out until the inspector actually arrives, but mousing over it gives a tooltip that says when he is coming, as seen in the image below:
I don't recall the frequency of inspections in that particular scenario, but I do know that in some of them there are 2-3 game years, maybe even more, between inspections. Fast forward time if that's all you have left to accomplish.

There is something wrong with mine as when you hover it doesn’t even show you an expected wait nor has an inspector ever visited this zoo
@Jaggid Edje the problem that these people (including me) have is that there seems to be no inspector at all.
There is no tooltip when hoovering over the inspector icon. It's the last career level, so not the first time we have to please an inspector.

I'm on this scenario now and like all my other scenarios with inspector requirements, I have had no problems. Those with the issue may want to send their game file so that they can see if the problem is due to the zoo data rather than the game itself.
I actually completed the 4.0 rating when I completed the silver requirement. And now that I am right at the end needing the animals to all have 5 stars, the inspector is now down as visiting in 24 months. This coincides with an almost perfect visit the time before with only 1 mixed habitat being given 4 stars. As I have been suspecting, the time between visits may be connected to the results of the previous visit.

I too am on this quest - its the last thing I need for the gold completion achievement. Zero issues with getting inspectors until this point. I'm on year 18 - not once had an inspector visit. The button is greyed out, no report is available, and I've not had a "Inspector arriving in X months" message. Its extremely frustrating that a rare achievement is flat out unachievable - I hope its addressed in the next patch, and I'll be extremely salty if it means I have to re-do my zoo.
I would suggest you send them your game file. It might be something as simple as a value being set to 0 on your file compared to 1 on my file. Then it is the case of tracking back why and how it happened.. but having gone through all scenarios in November and again in December with no issues with the inspector I can only deduce something has gone wrong with the file, until they can see what has gone wrong with the file they can't identify what part of the code could have caused the issue and how. Especially if not everyone is getting a problem.
So far, from my experience, every scenario with an inspector visit requirement, had it's first visit by year 5 or year 6. Usually with a 3 to 6 month warning. As the zoo progresses the timing changes, I haven't identified exactly why it changes but based on first visit being followed by another 3 to 6 months most of the time and 18 month and 24 month visit alerts when the zoo is closer to perfection with 6 to 15 months alerts in between gives me that theory that it is related to zoo status. My initial tests were based on watching for the alerts happening and the first time it happens rather than the status of the zoo at the time an alert arrives, because of the problems people are reporting. Does it follow a bunch of refunds ? An animal escape ? A big drop in money ? Animal death not due to old age ? Or is it simply based on the previous visit with the next visit scheduled for x months later with the warning appearing as the time approaches.
My advice to anyone that has been getting this problem check to see if this is always happening for you by trying again if the inspector alert doesn't come by year 6 or just a glitch with a single scenario instance. Keep a copy of the game that it isn't working on and send it to the developers and link it to a related bug report.
And just to show that the game is working in this area today .. just not with everyone's zoos it seems This is my second visit to this scenario and I completed it 2+ hours ago. With a pending visit 2 years after the previous one, I've only noticed a 24 month visit warning twice throughout all the scenarios. Most were between 6 and 12 months.
