Cant get Guardian Module Blueprint Fragment

So, i on SYNUEFE NL-N C23-4 planet B 3 for Guardian Module Fragment
I solve puzzle 5 times and got zero Fragments. What can be wrong?

For future question:

yes, i scan orb with Data Link Scanner
yes, i activate all 6 pilons and drop relic
no, i not scan orb with composition scanner (i check it 10 times)

I saw a few topics about same problem in net, but its not help me.

Looks like the Odyssey launch messed that one up. IIRC there's a patch incoming for today 10:00 UTC which may or may not (intend to) fix also this.

Got same problem yesterday. Just go to horizons client and do your things)

Well, hotfix 3 not fix problem. Guess i wait until Odyssey release

Update 26.05.
So, i check 3 more Guardian sites - non of them give any module fragments. Looks like all of them broken
