Been doing the Ceos/Sothis run for the last two days now and finally hit 100% on Post Captain 16 hours ago..but haven't seen the usual "federal navy" mission drop for that sweet rank up.
Is there meant to be something else I need to do to unlock the Rear Admiral rank or is something bugged? I've spent the last two hour board hopping but no luck - I keep getting the usual mining, data, etc mission and about 5 planetary scan "follow on" missions.
I am 100% with the Feds and am in Fed space but none of the stations that used to give the Rank up missions up until now are doing so for this last bit. I know the rep is saved for the next rank but I only really wanted to get to Rear Admiral (and almost there) so no real interest with the last two Fed ranks. Any help? Is this a bug?

I was about to send in a bug report when a Navy Mission finally dropped, 4 miserable hours later. I don't know if its a mechanic that I don't know about or just coincidence but here is what I did that resulted in a Navy mission popping in right after (might work for anyone else who gets stuck at Post Captain,...again could just be dumb luck tho)
> Accept all the "follow on" missions available at a station from the faction allied with the Feds (in my case they were all Planatary Scan missions given by the Federation Unite faction)
> Abandon one of these missions. This drops your rep with them (it was maxed prior to this)
> Do a normal Rep mission with them (courier/data/ etc..) to regain the lost rep
> Once you are at max rep with them, relog/board swap (in my case I went from solo to open)
> Found a Navy mission waiting for me at the "Follow on" mission section.
Again, could be coincidence but after constantly relogging and boardhopping and powering through with the delivery missions I could not see the Rank Up mission appear till I did the above (heck, I am 98% the way to Vice Admiral). If the 'Rank up" mission propagation has something to do with all the factions getting to max rep with you, then this could explain it and/or why it could also work if you went to a different system.
