Can't get rid of normal bounties without paying for power bounties...

I just noticed this. I was shooting wanted powerplay ships i an expansion for merits, so pretty much all non-imperial powers have put big bounties on my head. Ok, fine. But I later committed a normal crime as part of powerplay, and I want to be able to outfit my ship without having to pay crazy module cleaning costs. So I went to an interstellar factors to pay off my 9,400 credit bounty, but to do that I also have to pay 2 MILLION credits to clear all my bounties with the independent powers.

Why can't we pay off individual bounties? Why are independent powers and factions treated as part of the same super power? Who thought this was a good idea?
 
I believe the paying off of power bounties at IF is an interim solution to them incorrectly causing your ship and modules to become hot; previously there was no way to get rid of these bounties and your ship would be hot forever. I assume once (if!) FD have fixed this properly the bounties will no longer be included at IF. It's mentioned in the patch notes for 3.0.3.

You are right though, they should be separate.
 
Yeah I dislike this.
I'll normally just leave em. But at the last CG, after a moving CZ caused me to get a fine while shooting at fair game. I had to pay off all of my federal bounties to continue the CG. Meaning I lost my PP undermining score.. I was a little sad about that.
