Newcomer / Intro Can't import a module from the storage to my ship again (legal reasons)

Hi everybody, sorry if this question was already asked, but I couldn't find it.
I was on a planetary base and decided to buy a new weapon module wich I switched with other of my weapons. I went from this base and after using this new module I was not totally satisfiyed so I decided to change it back. I went to a Station and tryed to import the former weapon from the base where I left it, but it was in red an saying that I was not allowed due to legal reasons. Then I went to the base where I did the exchange and in that base I tried to take the weapon from the Storage but it said the same message... Can I do something to recover this weapon? have I lost it for ever for some stupid burocracy rule?

You should be able to "clean" the hot modules at 5% of rebuy cost. Once you have done that, you can install them on clean ships.

oh, I remeber seeing something about clean the module, I thought it was kind of a manteinance thing.
