Can't link Steam account and can't get passed Login screen

So I'm coming over from PS4 to PC. First off I can't login. I type in my email and password for Frontier after trying to enter the game through Steam. a type in verification code window pops up. I type in the code that gets sent to my email and it takes me right back to login. Says I need to purchase the product...

Also I can't link my Steam and Frontier account. I follow the inrtructions from Frontier and the option just isnt there... It should have an option to link account there beside login and Play demo or whatever but newp.

Any advice?
