Can't pay fine - no contacts in star system

Accidentally misfired whilst in SRV within the no-fire zone (On planet surfaces, no fire zone extends to 8km out of planet base btw - same as space wt*?). Ok fair enough got 100 fine. No prob lets head back to base an sort it out. Oups no contacts. Ok lets head to the nearest star system with faction presence. Oups nearest star system is ~10k lys away cause I am out exploring in the midst of nowhere (Blu Thua AI-A c14-10 Colonia Council btw). Ok I am out - can't use port services so I can't repair, rearm etc..
This game seriously & urgently needs legal system revision. I mean yesterday not tomorrow.

The Colonia highway surface bases have extremely limited facilities and contacts isn't one of them. Inara must have a bug because the journal services list - e.g. https://ross.eddb.io/eddn/log/318438227 - also doesn't include Contacts.

With the C&P changes in 3.0 making Contacts a much more essential service, this should have been updated then.
(Note also that the surface bases have Black Markets, but because those are accessed via the Contact menu, they can't be reached)
 
There's no obligation to pay fines, except at the station owned by the faction that issued it, who will restrict some services until it's paid. I've got loads of unpaid fines.

I am amazed this planetary outpost has commodities, missions, passenger lounge, universal cartographics, remote workshop, advanced maintenance but no contacts. So everything runns by automated machines / robots in this facility??

Colonia Council are just like that, always scheming and trying to rob the innocent explorer. Even some soda and baked greebles costs its weight in vopals, not to mention tourist memorabilia. You can buy a miniature Source 2 from Sag A* at the same price they charge for a postcard. I think Colonia Council still owes me interest from some bounty hunting money. "Go pick it up from Jaques" they said.

Pretty much - they were set up as cheap resupply bases for people heading to and from Colonia in the early days of settlement. A bunch of megaships keep them restocked and rotate the minimal crews in and out.

Since the development of the much larger resupply bases at Rohini [1], Gandharvi and Kashyapa - and the improvements in long-distance travel technology - there's not really been any impetus to develop them further, which is a pity as they're in interesting locations in their own right.

There are - but this particular Council surface base is 20,000 LY from Colonia, and only 2,000 LY from Sol, so that doesn't help much :)

Nice lore behind the lack of said service but since the C&P system is a mess an exception could have been made. It is totally absurb to not be able to use the stations services because of a missfire 7.5km away especially on an SRV on planetary surface.
 
How hard can it be to stock some postcards made from real organic cellulose, and stamps? Just chop down a few braintrees in the Skaudai neb or something. Be warned, there are no Imperial slaves to paint artistic impressions on your postcards either. Not exactly Summerland I'm afraid.

I'd like to think the link I posted to INARA's "Find Nearest IF" page did, though.

Or, do I need to type in the OP's location, find the nearest IF and plot a course?

The point, obvious as I thought it was, was simply that you can go to an IF anywhere and pay any fine.
