When I try to plot a route to any star system, it says plotting route failed. I tried changing all the filters but yet still no hope.

As @Mr T says - the file cannot be accessed - "You need access" - either make it public or stick it up on the yootoob.
I see that this is the problem, for some reason I have a 3.84 jump range. Thanks
That could be because installing too small FSD.
Use biggest class the ship can take, and at least C-rated, preferably A-rated one.
Like 4A in Cobra mk III.
That's your problem right there.
The ship needs a class 4 FSD, you have class 3 installed.
If no class 4 available in the system you're in and you have no stored, your best bet is doing what Garix said, or switch ships.

o boy what are you flying ,most ships from new are 7lyr jump range you have got the wrong set up,change youre fsd you have gone down instead of up, dont run before you can walk in this game,good luck its the learning curve.
