Can't purchase a ship, service disabled

Howdy! Anyone know what this is about - in my ship in dock, station services, shipyard, choose a ship and choose purchase, leave default option of store current ship, confirm the purchase, it says the cost of the new ship and storing old ship... then says "Service Disabled" and I am still in my old ship (and still with my money, thank goodness). Is this a known bug, couldn't see it on the issue tracker? Do I have to do ship purchases from inside the station now or something?
