I’ve been at Mainani trying to rank grind in order to get promoted to Duke. My ultimate goal is to have the rank to buy the Imperial Cutter because I already have enough money. Now, I’m 100% into Viscount, so four more promotions and then I can buy the Cutter. Unfortunatel, I haven’t received a contract to get promoted even after maxing out my current rank. I continue to complete missions to increase my reputation, which is the fastest way to increase your progress, but I still have not found any stations with an Imperial Navy contract. I’ve decided to travel to Vequess which also offers a good place to rank grind but in case that doesn’t work, does anyone have any idea how to fix this issue?

Rank up missions are chain missions. If you see any chain missions with an Imperial faction you can reload the board to change it until it becomes a rank mission. Chain missions tend to spawn from donations but they also come form normal missions.
Just work your rep with the imp factions up to allied and the mission will appear. There might be an issue of certain BGS states inhibiting the generation but I have not heard of that, as far as I am aware all that matters is your rep with the awarding minor-faction once you hit 100% in the promotion scale.
In addition to the mandate of 100 rep'ed, if there are any blue or red triangles next to the other factions which will be indicated by pointing up or down. Though you will not be able to see it, you will still earn rep. However, a Naval mission will not spawn if and when either of those red or blue triangle's are present. They are the results of doing mission's for what ever reason other than the faction your attempting to rank up in. Thus if your working on the Federal rank, only accept mission's from a Federal broker, indicated by the watermark. Visa versa if your attempting to rank up with the Empire.
The triangles are the result of doing work (moon lighting) for the other factions. The first indication is a blue one pointing upwards, the second is downwards, the third is red upwards and the fourth is red downwards. Each step to get rid of them takes three additional mission from the faction your ranking with. Thus going from a red down past the blue up will take an additional 12 mission's. At which point you'll be in good with your ranking faction and if your still at 100 rep, will eventually spawn a Navy mission.
Though it doesn't always work, if the Navy mission is not your cup of tea, then either relog or just wait for the board to change. Either way, if the mission is not your cup of tea, you've got nothing to loose by trying. Like I stated, it doesn't always work.
